Charlie is balanced so that when a young child is positioned on the horse, he or she is slid forward to hold onto the handle to secure him or herself well. This helps prevent sitting back too far, which could create potential falling. Charlie also does not have a footrest for a very young child to position their feet on. At a very young age, a child's leg muscles are very strong and would give them the ability to force-rock the horse and maybe throw themselves off.
